In 1879, the Belgian service telegraphy installed a phone line in Parliament. The same year, some private contractors submitted bids to operate telephone networks in various Belgian cities. The lack of legislation for the first five years of operation reduced the opportunities for development of the telephone network. Also forced the Belgian government to create a legislative framework to regulate these activities in Belgium. In 1895, the sector of telephony went entirely to public hands.
